New short-term rental and Airbnb laws in Grand County bring big changes for hosts. All owners operating a short-term rental or Airbnb must apply for a short-term rental permit with the Grand County Department of Community Development (this is an annual permit). Permit fees apply as follows:  

STR permit fees are based on maximum advertised occupancy. The fee is $25 per occupant. Example: If your property is advertised as sleeping 10 people, your fee is $250. Fees can be paid by credit/debit or electronic check. Transaction fees apply. (e-check fee $1.00, credit card fee is $.75 and a 2.25% surcharge).

Hosts must also be ready to supply the following details in addition to the short-term rental permit 

  1. The short-term rental property address.  
  1. Colorado Retail Sales Tax License number. If you have not yet applied for this license, you can apply online with the Colorado Department of Revenue.  
  1. The name and contact information of two local emergency contacts. These must be full-time Grand County residents.  
  1. Complete the STR safety checklist: STR Safety Checklist 

Airbnb Laws in Winter Park, CO 

In line with the short-term rental laws in Grand County, Winter Park is considering an annual licensing requirement. The license would cost $150 and the license number would also have to be listed on any advertising platform the hosts use (Airbnb, Vrbo, etc.). 

Hosts in Winter Park would also need an assigned “responsible agent” to respond within 24 hours to concerns or complaints relating to the short-term rental business. For egregious complaints related to noise, trash, or other nuisances, the town would reserve the right to fine the owner of the property.
